Need someone to take a look at the water tank / upstairs plumbing in my house.

This morning no water was coming out of the upstairs cold taps or shower (once the hot water ran out, no water came from the hot tank also). I checked the water tank in the attic and it does have water in it. This afternoon there is water flowing from the upstairs taps but at very low pressure.
